29 CFR 1910.269(d)(2)(iv)(D):  The energy control procedure did not clearly and specifically outline the scope, purpose, responsibility, authorization, rules, and techniques to be applied to the control of hazardous energy, and the measures to enforce compliance including, but not limited to, specific procedures for shutting down, isolating, blocking, and securing machines or equipment to control hazardous energy:    a.  On or about February 5, 2019 at the workplace located at 11060 South Chicago Road, Oak Creek, Wisconsin 53154, Oak Creek Power Plant Flue Gas Desulfurization Building, the employer did not ensure that the compressed air energy source was isolated prior to employees performing maintenance on the #01 Air Compressor.
