29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. (a) NORTHWESTERN BUILDERS, INC., at 182, 186, 192, 198, 202, 208, 218, 224, 228, 234, 244, 250, 256, 260, 266, 270, 282, 286, 292, 298, 302, 308 Montgomery Dr. Erie, CO: On and preceding 3/28/19, the employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. Subcontractor employees were re-roofing multi-family residential structures. 40 subcontractor employees performed the work while not protected from a fall. NORTHWESTERN BUILDERS, INC., did not perform inspections of the worksite to identify hazards and implement corrective measures for hazards, such as but not limited to subcontractor employees exposed to fall hazards. This condition exposed subcontractor employees to approximate 8.6 foot and 20.8 foot fall hazards. (b) NORTHWESTERN BUILDERS, INC., at 351, 355, 359, 363, 367, 371 Montgomery Dr., and 302, 306, 310, 316, 320, 324, 334, 338, 344, 348, 354, 358, 368, 372, 376, 382, 386, 390, 404, 408, 410, and 414 Smith Circle Erie, CO: On and preceding 4/4/19, the employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. Subcontractor employees were re-roofing multi-family residential structures. 40 subcontractor employees performed the work while not protected from a fall.
