29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy: On or about April 15, 2019, the employer failed to develop, implement or enforce the use of specific procedural steps or additional methods and instructions for the control of potentially hazardous energy sources when servicing and/or completing set-up of the company's (Braner USA) slitter machinery. Employees working within the danger zone/hazard area while checking the clearance of the slitter knives were not protected from pinch point or caught-by hazards. Energy sources used at the facility include, but are not limited to, electric, pneumatic and hydraulic energy.
