Bags, containers, bundles, etc., stored in tiers shall be stacked, blocked, interlocked and limited in height so that they are stable and secure against sliding or collapse.    On or about April 22, 2019, pallet racking in the Delivery Staging Area (DSA) exposed employees to struck by hazards as the racking was overloaded leading to the pallet racking collapsing.

29 CFR 1910.178(l)(3)(i)(M): Any other operating instructions, warnings, or precautions listed in the operator's manual for the types of vehicle that the employee is being trained to operate.  Employees operating forklifts throughout the facility were not trained to know the capacities of the pallet racking used to store merchandise throughout the store and warehousing areas.  On or about April 22, 2019, employees overloaded the pallet racking in the Delivery Staging Area (DSA) which led to the racking collapsing, exposing employees to struck by hazards.
