29 CFR 1926.501(b)(15): "Walking/working surfaces not otherwise addressed." Except as provided in 1926.500(a)(2) or in 1926.501 (b)(1) through (b)(14), each employee on a walking/working surface 6 feet (1.8 m) or more above lower levels shall be protected from falling by a guardrail system, safety net system, or personal fall arrest system.    On June 10, 2019 at Camber Ct and Packerland Dr in Hobart, employees were climbing/working from wooden sidewall girts at ten feet above surface level without utilizing fall protection equipment.

29 CFR 1926.760(a)(1): Except as provided by paragraph (a)(3) of this section, each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level shall be protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems or fall restraint systems.  On or about June 10, 2019 at Camber Ct and Packerland Dr in Hobart, employees were installing metal roof decking at eighteen feet above surface level during construction of a new pole building without utilizing fall protection equipment.

29 CFR 1926.761(b): Fall hazard training. The employer shall train each employee exposed to a fall hazard in accordance with the requirements of this section. The employer shall institute a training program and ensure employee participation in the program.  On or about June 10, 2019 at Camber Ct and Packerland Dr in Hobart, the employer did not provide required fall protection safety training for employees who did not associate fall from elevation hazards when installing metal roof decking on purlins at greater than eighteen feet above surface level without utilizing any fall protection equipment; employees do not use fall protection equipment when working on low slope work surfaces.
