29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems: At the commercial construction site located at 201 NW Kessler in Lees Summit, Missouri: Employees were exposed to fall hazards. Roofers were observed installing roofing materials and working at height. Roofers were exposed to a fall distance of greater than 23 feet eave to ground without use of fall protection.

29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: At the residential construction site located at 201 NW Kessler in Lees Summit, Missouri: Employees were exposed to fall hazards. Roofers were observed accessing and egressing the roof by way of a portable ladder that did not extend 3 feet past landing.. Roofers were exposed to a fall distance of greater than 23 feet eave to ground without use of fall protection.
