Employees engaged in residential construction, cleaning construction debris on the second floor of the building, were exposed to fall hazards of approximately 31 feet from the balcony's edge to the ground below. Employees were provided with fall protection.

Employees engaged in residential construction, cleaning construction debris on the second floor balcony, were not provided with fall protection training to recognize, evaluate, and control hazards associated with falls and the use of fall protection equipment and to minimize these hazards.
