Carlisle, PA - A laborer on the ground handing up sections of metal roofing to the installer was not wearing his hardhat while working within the fall zone, on or about August 1, 2019, Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) 43 East Gate Drive. Carlisle, PA - The employee was using a Little Giant Ladder to access the roof, the ladder did not extend three feet above the landing, thereby exposing the employees to injuries from ladder collapse or deflection, on or about August 1, 2019. No abatement certification or documentation required.

29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest: (a) 43 East Gate Drive, Carlisle PA - An employee was observed performing roofing work activity on an 4 in 12 pitch roof without the benefit of a fall protection system, thereby exposing employees to a fall from the main roof of approximately 11 feet 10 inches to the ground below, on or about August 1, 2019. Mr. Jonathan Peachey dba, JJ Roofing was previously cited for a violation of an equivalent Occupational Safety and Health Standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number1358769, citation number 1, item number1 and was affirmed as a final order on December 19, 2018, with respect to a workplace located at 5 South Shaver Street, Mount Union, PA. No abatement certification or documentation required.
