29 CFR 1926.20(b)(1): The employer did not initiate and maintain programs necessary to ensure compliance with the Occupational Safety and Health Standards:  Employees exposed to struck-by and fall hazards.  At the jobsite located at 7055 W. 185th Terr., Stilwell, KS:  Employees engaged in roofing activities using pneumatic nailers, ladders, and powered tools were exposed to hazards such as struck-by and fall hazards in that the employer had not developed nor implemented safety and health programs that provide construction hazard recognition guidelines to mitigate those hazards.

At the jobsite located at 7055 W. 185th Terr.,  Stilwell, KS:  Employees engaged in residential roofing activities were exposed to fall hazards of approximately 13 feet 5 inches from the eave of the residence to the ground below near the front entrance, and 24 feet from the eave to ground below near the back middle of the residence in that fall protection was not utilized.

At the jobsite located at 7055 W. 185th Terr.,  Stilwell, KS:  Employees engaged in residential roofing activities were exposed to fall hazards of approximately 13 feet 5 inches from the eave of the residence to the ground below while accessing and exiting the roof in that the portable ladder did not extend at least 3 feet above the upper landing and was not secured to the residence.
