29 CFR 1910.95(c)(1): The employer did not administer a continuing, effective hearing conservation program as described in 29 CFR 1910.9(c) through (o) whenever employee noise exposures equal or exceed an 8-hour time-weighted average sound level of 85 decibels measured on the A scale, or equivalently a dose of fifty percent:    a) Front bay door by dip tanks, 120 Duffield Avenue, Jersey City, NJ, 07306.    Employer did not administer a continuing, effective hearing conservation program for employees using orbital sanders on galvanized steel that were exposed to continuous noise at 65.98% of the permissible exposure limit (PEL) eight hour time-weighted average sound level of 90 dBA.  The equivalent sound level of the measured dose is 87 dBA.  The action level is 85 dBA.  Sampling was performed for 473 minutes on 11/1/2019, with the unsampled portion of time considered to represent zero for the exposure calculation.    Violation occurred on or about 11/1/2019.
