29 CFR 1928.51(d): Operating instructions. Every employee who operates an agricultural tractor shall be informed of the operating practices contained in Appendix A of this part and of any other practices dictated by the work environment. Such information shall be provided at the time of initial assignment and at least annually thereafter. [61 FR 9227, March 7, 1996; 70 FR 77003, Dec. 29, 2005] Tractor operators were not trained in the operating practices contained in Appendix A of the standard along with other practices dictated by the work environment such as installing and removing irrigation pipe.

29 CFR 1928.57(a)(6)(ii): Permit no riders on farm field equipment other than persons required for instruction or assistance in machine operation; a. On or about July 31, 2019, an employee was permitted to ride on a moving irrigation pipe wagon to hand approximate 30 foot long pipes down to employees installing them. b. On or about September 9, 2019, two employees were permitted to ride on a moving John Deere 5100 MH Row Crop Tractor as it travelled from one end of the field to the other.
