29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    On or about September 12, 2019, on the west roof edge of a residential garage structure under construction located at 1900 SW Aledo Lane in Port Saint Lucie, Florida, employees were exposed to a fall hazard of approximately 9 feet - 10 inches when gaining access to and from a roof by using a portable ladder that did not extend at least 3 feet past the roof edge.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels are not protected by guardrail systems, safety net system, or personal fall arrest system, nor are employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):     1. Employees performing roofing work are not protected from fall hazards through the use of a fall protection system.         The employer fails to ensure effective protection against falls as required by the standard, as demonstrated on or about September 12, 2019, at 1900 SW Aledo Lane in Port Saint Lucie, Florida, when employees installing roof dip edge on a roof for a residential garage with a pitch of 5:12, without the use conventional fall protection, are exposed to a fall hazard greater than 9-feet to ground level.       Turnkey Construction Planners, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1331064, citation number 1, item number 1 and was affirmed as a final order on 07/15/2019, with respect to a workplace located at 110 SW Milburn Circle in Port Saint Lucie, Florida.    Turnkey Construction Planners, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1367955, citation number 2, item number 1 and was affirmed as a final order on 03/05/2019, with respect to a workplace located at 93 Wynnfield Drive in Palm Coast, Florida.
