29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. On September 19, 2019, two employees were exposed to falls at the Trackside Townhomes project in Elkhart Lake, WI when one employee was kneeling on I-joists of the 3rd floor deck while a second employee was assisting the first while standing on the top plate of the wall, 16' above the ground floor slab. No form of fall protection was utilized.
