29 CFR 1926.28(a): The employer did not require the wearing of appropriate personal protective equipment in all operations where there is an exposure to hazardous conditions A.) Stucco Phila LLC; 1017 E. Main Street, Girard, PA - On or about 10/2/19, and at times prior thereto, employees were not wearing hard hats when exposed to potential falling objects. Employees were exposed to potential falling objects when working around, on and under scaffolding and erecting scaffolding. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR 1926.451(g)(4): Guardrail systems installed to meet the requirements of this section did not comply with the provisions listed in subparagraphs (i) through (xv) of this paragraph. A.) Stucco Phila, LLC; 1017 E. Main Street, Girard, PA - On or about 10/2/19, and at times prior thereto, employees were walking and working on a scaffold that did not have any mid rails. Employees were performing stucco work to the exterior of the building and were exposed to a potential fall hazard of approximately 14 feet. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
