29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b). On or about October 10, 2019, employees were observed performing residential roofing work without an effective fall protection system in place. This condition exposed employees to fall hazards greater than 6 feet from the ground. VM Roofing & Construction was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1328209, citation number 02, item number 01 and was affirmed as a final order on 11/19/2018, with respect to a workplace located at 563 Lanner, Horizon city, TX 79928.

29 CFR 1926.503(c)(3): When inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill, the employer shall retrain the affected employee. On or about October 10, 2019, employees performing residential roof work have not been retrained when inadequacies in the use of personal fall arrest systems are observed. This condition exposed employees to fall hazards greater than 6 feet from the ground.
