29 CFR 1903.19(d)(1): The employer must submit to the Agency, along with the information on abatement certification required by paragraph (c)(3) of this section, documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required.   The employer did not provide the Occupational Safety and Health Administration certification and documentation of abatement as required for Citation #1, Item #1 issued January 9, 2020.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   Employees were exposed to fall hazards.  Employees engaged in framing activities, walking the top plates, were exposed to fall hazards of approximately 9 feet from the top plate of the structure to the concrete interior of the structure in that fall protection was not utilized.
