29 CFR 1910.303(g)(1): Sufficient access and working space was not provided and maintained about all electric equipment (operating at 600 volts, nominal, or less to ground) to permit ready and safe operation and maintenance of such equipment. a. On or about 10/15/2019, at the laboratory storage room of USDA-APHIS-PPQ in Rafael Hernandez Airport, Aguadilla, PR, the electrical service panel in the area was not readily accessible. The electrical service panel was blocked with an office chair, one stand fan, one box of printer paper, one hand truck and a box containing a vacuum cleaner, stored in the floor below and in front, obstructing access. NOTE: Certification of abatement is not required for this citation item as abatement was documented by the compliance safety and health officer during the inspection, when it was quick-fixed. Please disregard the abatement date.

On or about 10/15/2019, at the LAN/Server room of USDA-APHIS-PPQ in Rafael Hernandez Airport, Aguadilla, PR, one relocatable power tap (RTP) was not directly connected to a permanently installed branch circuit receptacle. NOTE: Certification and documentation of abatement must be submitted for this citation item as required by CFR 1903.19(c).
