29 CFR 1910.134(c)(1): A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use:  (a) Douglas County Jail, E Pod, Room 1E17A- On or about October 29, 2019, and at times prior, the employer exposed employees to a respiratory hazard in that, the employer had not established or fully implemented a respiratory protection program for employees required to wear respiratory protection while welding carbon steel lock column housings for jail cells. There was no medical evaluations, fit-testing, means to clean or training.   (b) Douglas County Jail, E Pod, Room 1E17A- On or about October 29, 2019, and at times prior, the employer exposed employees to a respiratory hazard in that, the employer had not established or fully implemented a respiratory protection program for employees required to wear respiratory protection while grinding and sanding carbon steel lock column housings for jail cells. There was no medical evaluations, fit-testing, means to clean or training.
