29 CFR 1926.1053(a)(13): The perpendicular clearance between fixed ladder rugs, cleats, and step, and any obstruction behind the ladder was less than 7 inches (18 cm):  a) Storage Room - On or about October 15, 2019, at above addressed jobsite, the employer did not ensure that an employee using a fixed ladder, approximately thirteen (13) feet long, to access the roof was provided at least a seven (7) inch perpendicular clearance between the ladder rungs and stored pipes behind the ladder. There were five (5), eight (8) foot long one and one-half inch (1 1/2), metal pipes stored directly behind the ladder that reduced the perpendicular clearance to less than seven (7) inches, thereby exposing the employee to a fall hazard.
