The employer did not furnish the abatement required for citations issued within 10 calendar days for Citation 1 Item 1 nor did they respond to the progress report letter sent May 20, 2020.  b. 29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):  a. Site - An employee working from the roof was not protected from a fall of approximately 9 feet where fall protection was not utilized.  b. Site - Workers under the control of the employer were not protected from a falls between approximately 9 and 28 feet where fall protection was not utilized.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  Site - An employee using a Werner aluminum extension ladder to access the roof was not protected from a fall hazard where the ladder only extended one rung above the landing surface.
