29 CFR 1926.1053(b)(1): Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed; the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder: (a) On or about November 19, 2019, an employee was observed using a Werner fiberglass extension ladder placed on the left side of the house located at 15446 Catalpa Road, Frisco, TX. The ladder was only approximately six inches above the roofline thereby exposing the employee using it to a fall hazard of approximately nine feet and six inches to the ground below. (b) On or about November 19, 2019, an employee was observed using a Louisville fiberglass extension ladder placed on the right side of the house located at 15446 Catalpa Road, Frisco, TX. The ladder was only approximately eighteen (18) inches above the roofline thereby exposing the employee using it to a fall hazard of approximately nine feet and six inches to the ground below.
