29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system.  On or about November 25, 2019, three employees were observed performing roofing and frame activities at a new residential construction development area without any type of approved fall protection system.  This condition exposed employees to fall hazards greater than 6 feet.      The Gabriel Aguirre was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.501(b)(13), which was contained in OSHA inspection number 1265372, citation number 01, item number 01 and was affirmed as a final order on 11/16/17, with respect to a workplace located at 14905 Long Shadow Ave. El Paso, TX 79938.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards.  On or about November 25th, 2019 the employer did not provide training to each one of the employees in the recognition and procedures to minimize fall hazards. This condition exposed employees to falls from heights greater than 6 feet.
