29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On or about 05 December 2019, at a worksite located at 3116 S. Rt 59, Naperville, IL. 60564, employees who were observed installing insulation on the outside of a commercial store front were exposed to fall hazards from unprotected sides and/or edges which was in excess of 16.6 feet above the ground. An employee was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. An employee was wearing a fall protection harnesses without being tied off. Abatement documentation is not required for this item. The Counsel Construction, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(1), which was contained in OSHA inspection number 1226339, citation number 1, item number 2 and was affirmed as a final order on 05/24/2017, with respect to a workplace located at 330 S. Schmale, Carol Stream, IL. 60188.
