Catwalk Track 4, Engine house, 38 Railroad Yard Road, Deerfield, MA: On or about December 9, 2019 employees were observed using a catwalk to access the roof of a locomotive which did not have a complete guardrail system on both sides which had unprotected sides and edges more than 4 feet above the next lower level.  The side of the catwalk located closet to the repair track had a top rail (chain), but did not have a mid-rail.  Specific abatement documentation that this violation has been corrected must be provided within 10 days of the abatement in accordance with 29 CFR 1903.19(d)(1).
