29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels are not protected by guardrail systems, safety net system, or personal fall arrest system: a) Employees are exposed to various fall hazards at multiple locations ranging from 9 feet over 40 feet while performing framing activities. Personal fall arrest systems and guardrail systems are not in place or not used properly. This was most recently observed at (or near) 10201 Cherry Lane, Nampa ID, on December 9, 2019. JD Framing, LLC was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1105829, citation number 1, item number 1a, and was affirmed as a final order on December 22, 2015, with respect to a workplace located at 1495 South Tech Lane, Meridian, Idaho 83642. 29 CFR 1926.503(a)(2)(iii): The employer does not assure that each employee is trained, as necessary, by a competent person in the use and operation of guardrail systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection used: (a) The employer does not ensure that employees recognize the seriousness of the hazards when working up to 40 feet above ground level without a proper fall protection system in place. The employer and the employees do not acknowledge their exposure to various fall hazards and take the appropriate actions to correct the situation, or remove themselves from the hazard. These hazards include, but are not limited to working at the top of a wall, near an open sided floor, or at a window opening. These conditions were most recently observed on December 9, 2019 at 10201 Cherry Lane, Building F, Nampa ID.
