29 CFR 1910.22(d)(2): Hazardous conditions on walking-working surfaces were not corrected or repaired before an employee used the walking-working surface again.    On or about December 17, 2019, at the 2nd floor, at the mail processing automation machines (DBCS, DIOSS and CIOSS) area. Employees were exposed to trip and fall hazards when walking, working and moving equipment along broken and uneven floor surfaces along the hallway areas as follows:    a.    At the hallway area, stairway #4, elevator #3, column F-3; surface section covered with cardboard and yellow tape measures 41 inches by 80 inches.     b.    At the hallway area, Maintenance SMO office, LCREM #1; surface section covered with cardboard and yellow tape measures 49 inches by 120 inches.     c.    At the hallway area, in front of room 339-supply room, columns J4-J5; surface section covered with cardboard and yellow tape measures 45 inches by 103 inches.     d.    At the hallway area, ClOSS 3 section; surface section covered with cardboard and yellow tape measures 43 inches by 66 inches.     e.    At the hallway area, 2DP-20 section; surface section covered with yellow tape measures 6 inches by 6 inches.     f.    At the hallway area, ClOSS 3-DBCS 6, columns G2-G6; surface section covered with cardboard and yellow tape measures 45 feet by 64 inches.     g.   At the hallway area, column G3; surface sections covered with cardboard and yellow tape measures 35 inches by 66 inches.    h.    At the hallway area, columns G8-G11; surface section covered with cardboard and yellow tape measures 15 inches by 15 inches.     i.   At the hallway area, column G9; surface sections covered with cardboard and yellow tape measure 38 inches by 29 inches and another one 43 inches by 48 inches.      j.    At the hallway area, column G10; surface section covered with cardboard and yellow tape measures 41 inches by 49 inches.     k.   At the hallway area, columns G7-G11; surface sections covered with cardboard and yellow tape measure 41 inches by 30 inches, a second one 22 inches by 21 inches, and a third one 25 inches and 39 inches.     l.    At the hallway area, 2DP-22 section, columns F6-F7; surface section covered with cardboard and yellow tape measures 19 inches by 9 inches.     m.  At the hallway area,  columns F10-F11; surface section covered with cardboard and yellow tape measures 14 inches by 14 inches.     n.   At the hallway area, LCIS #2 and ATU #1 sections; surface sections covered with cardboard and yellow tape measure 16 inches by 16 inches and another one 7 inches by 7 inches.     o.    At the hallway area, columns D11-D12, ATU machine and First Class DMEU section; surface section covered with cardboard and yellow tape measures 50 inches by 120 inches.     p.    At the hallway area, columns D10-D11, room 321-maintenance locker room; surface section covered with cardboard and yellow tape measures 41 inches by 147 inches and another one covered with black tape measures 6 inches by 6 inches.    q.    At the hallway area, elevator #1 and #2, columns D8-D9; broken and uneven surface section not covered measures 29 inches by 43 inches.     r.    At the hallway area, column D8; broken and uneven surface section not covered measures 44 inches by 36 inches by 18 inches.      s.    At the hallway area, columns D7-D8; surface section covered with cardboard and yellow tape measures 42 inches by 25 inches.      t.    At the hallway area, column D7; surface section covered with cardboard and yellow tape measures 24 inches by 40 inches.      u.    At the hallway area, DBCS #7 section, columns E5-E4; surface section covered with cardboard and yellow tape measures 60 inches by 180 inches.      v. 29 CFR 1910.1001(m)(5)(ii): The employer did not upon request make all required by 29 CFR 1910.1001(m)(1) available for examination and/or copying to affected employees, and/or former employees, and/or designated representatives, and/or the Assistant Secretary in accordance with 29 CFR 1910.1020(a) through (e) and (g) through (i):    a. On or about December 17, 2019, at the U.S. Postal Service-GPO. The agency did not provide copies of area exposure records such as the station's asbestos monitoring, and/or bulk sampling survey to the Assistant Secretary representative.    NOTE 1: The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.1001(m)(5)(ii), which was contained in OSHA inspection number 1140578, citation number 1, item number 3 and was affirmed as a final order on August 19, 2016, with respect to a workplace located at 100 Borinquen Street, Trujillo Alto, PR.    NOTE 2: The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.1001(m)(5)(ii), which was contained in OSHA inspection number 1124724, citation number 1, item number 2(a) and was affirmed as a final order on August 19, 2016, with respect to a workplace located at 64 San Patricio Street, Loiza, PR.    NOTE 3: Certification of abatement must be submitted for this citation item as required by 29 CFR 1903.19(c).
