29 CFR 1910.253(b)(4)(iii): Oxygen cylinders in storage were not separated from fuel-gas cylinders or combustible materials (especially oil or grease), a minimum distance of 20 feet (6.1 m) or by a noncombustible barrier at least 5 feet (1.5 m) high having a fire-resistance rating of at least one-half hour:    a) DaVinci Sign Systems, Inc. at 4496 Bents Drive, Windsor, CO 80550:  On or before December 18, 2019, the employer did not ensure that oxygen cylinders were separated from fuel-gas cylinders (Acetylene, Argon, Propane) in the storage area behind the building.  The cylinders were not in use and were stored within the immediate proximity to each other with no separation or noncombustible barrier present.  This condition exposed employees to fire and explosion hazards.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met.     a) DaVinci Sign Systems, Inc. at 4496 Bents Drive, Windsor, CO 80550:  On or before December 18, 2019, the employer did not develop, implement and maintain a written hazard communication program that pertains to employee use of chemicals, such as paints, solvents and oils. The employer has not updated is Hazard Communication program to replace Material Safety Data Sheets with Safety Data Sheets. This condition exposed employees to use chemicals in an unsafe manner due to the lack of knowledge about the chemicals.

29 CFR 1910.1200(f)(6)(ii): The employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical  a) DaVinci Sign Systems, Inc. at 4496 Bents Drive, Windsor, CO 80550:  On or before December 18, 2019, the employer did not ensure secondary containers of chemicals were labeled correctly with the chemical content of the container and the hazard warnings of the chemical contained therein.  There were two gasoline cans that contained alcohol and paint thinner that were found to be unlabeled and unidentifiable.  This condition exposed employees to skin, eye and respiratory hazards.

29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6:  a) DaVinci Sign Systems, Inc. at 4496 Bents Drive, Windsor, CO 80550:  On or before December 18, 2019, the employer did not ensure that compressed gas cylinders were secured in accordance with Section 3.3.1 of the Compressed Gas Association Pamphlet P-1-1965.  Oxygen and Argon Gas Cylinders were not properly secured to prevent from tipping over.  This condition exposed employees to explosion and burn hazards.
