29 CFR 1910.179(j)(3): A complete periodic inspection of crane(s) had not been conducted in the past 12 months: A.) Harbor Steel, Inc. - On or about 12/19/19, and at times prior thereto, the company had not performed periodic inspection on the cranes. Cranes included, but were not limited to, EAO Bridge 10 ton crane. The last periodic inspection had been performed on 7/30/18. Harbor Steel, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard (1910.179(j)(3)), which was contained in OSHA inspection number 1325799, citation number 1, item number 5b and was affirmed as a final order on 10/15/18, with respect to a workplace located at 1980 Benjamin Franklin Highway, New Castle, PA. ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation. This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement. IN ADDITION, abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic, or video evidence or abatement or other written records

29 CFR 1910.303(g)(1)(ii): The required working space about electric equipment rated 600 volts, nominal, or less to ground, was used for storage: A.) Harbor Steel, Inc.; North wall - On or about 12/19/19, and at times prior thereto, the area in front of an electrical disconnect had items including, but not limited to, a trash can and a cart with a cylinder of acetylene stored in front of them. ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation.
