29 CFR 1910.22(a)(1): All places of employment, passageways, storerooms, service rooms and walking-working surfaces were not kept clean, orderly and in sanitary condition:       a.)   Harbor Steel, Inc., production areas, on or about December 19th, 2019 and times prior thereto:  The lunch room table was not kept in a sanitary condition, in that, methods including, but not limited to, retraining personnel on proper hygiene practices prior to entering break rooms and eating areas, use of disposable coverings for tables and benches, and/or daily periodic cleaning of the tables in break room area had not been completed and implemented.       The Harbor Steel, Inc. was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1910.22(a) (1), which was contained in OSHA inspection number 1325846, citation number 2, item number 1 and was affirmed as a final order on October 15th, 2018, with respect to a workplace located at 1980 Benjamin Franklin Highway, New Castle, PA 16101.       ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED:   Abatement certification is required within 10 days after the abatement date noted on the citation.  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement. IN ADDITION, abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic, or video evidence or abatement or other written records.

29 CFR 1910.1026(d)(1): The employer with a workplace or work operation covered by this standard did not determine the 8-hour time-weighted average exposure for each employee exposed to chromium (VI):     a.) Harbor Steel, Inc., Shop area, on or about December 19th, 2019 and times prior thereto:  Employees performed welding operations on stainless steel onsite.  The employer did not determine employees potential exposure to hexavalent chromium during welding operations on stainless steel.      The Harbor Steel, Inc. was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1910.1200(1026)(d)(1), which was contained in OSHA inspection number 1325846, citation number 2, item number 4 and was affirmed as a final order on October 15th, 2018, with respect to a workplace located at 1980 Benjamin Franklin Highway, New Castle, PA 16101.       ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED:  Abatement certification is required within 10 days after the abatement date noted on the citation. 29 CFR 1910.1200(g)(1): Employers did not have a safety data sheet in the workplace for each hazardous chemical which they use:    a.) Harbor Steel, Inc., Shop area, on or about December 19th, 2019 and times prior thereto:  Employees worked with and around hazardous substances including, but not limited to, various metals during stainless steel welding operations.  The employer did not make available a Safety Data Sheet for substances including, but not limited to, stainless steel.          The Harbor Steel, Inc. was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1910.1200(g)(1), which was contained in OSHA inspection number 1325846, citation number 1, item number 3b and was affirmed as a final order on October 15th, 2018, with respect to a workplace located at 1980 Benjamin Franklin Highway, New Castle, PA 16101.       ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED:  Abatement certification is required within 10 days after the abatement date noted on the citation.
