29 CFR 1910.303(f)(2): Each service, feeder, and branch circuit, at its disconnecting means or overcurrent device, was not legibly marked to indicate its purpose, nor located and arranged so the purpose was evident:   On or about 01/07/2020, Matthews International Corporation dba Schawk!, located at 10866 Indian Head Industrial Blvd., St. Louis, MO, had not ensured each electrical circuit device was legibly marked to indicate its purpose.  The circuit breaker panel which feeds the IH SOLVE had 5 of the 8 circuit breakers not labeled within the electrical panel labeled EQP1.

29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii):   On or about 01/07/2020, Matthews International Corporation dba Schawk!, located at 10866 Indian Head Industrial Blvd., St. Louis, MO, had not established a Hazard Communication Program complete with all the required corresponding Safety Data Sheets (SDS).  The employer did have Material Safety Data Sheets (MSDS) for various products/materials for which they did not have the SDS.  The employer had not converted everything to Safety Data Sheets.  There were such products as:  1)     Cyrel Plate Material which employees are exposed; and     2)     CSL26 Denatured Alcohol which may be fatal or cause blindness.
