29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii):   Employees engaged in residential framing activities, using a gasoline powered air compressor, were exposed to health hazards in that the employer had not developed and implemented a written comprehensive hazard communication program.  Hazardous chemicals used a the jobsite included gasoline.

Employees engaged in residential roofing activities were exposed to fall hazards of approximately 10 feet from the roof to the ground in that fall protection was not provided.

29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access:  Employees engaged in residential roofing activities were exposed to falls from approximately 10 feet, in that the aluminum ladder used to access the roof did not extend 3 feet from the eave of the roof.
