29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D):    (a) Location - 19 Connector Road, Unit 4, Andover, MA:    On or about 02/03/2020, the general procedure outlined in the employer's lockout tagout program and the equipment specific lockout/tagout procedure for the Cemco FSL Model 451-BA Serial #011601 Crimper (Crimper 2) did not contain:    Statements or information indicating that these policies and procedures apply during maintenance and service activities and what constitutes a maintenance or service activity,    Statements or information indicating means to ensure compliance with these policies and procedures including the type of compliance enforcement to be taken for discovered violations,    and    Statements or information indicating the types and magnitudes of energy, the types and location of the operating controls, types and locations of energy isolating devices, and the types of stored energy, including methods to dissipate or restrain that stored energy, of the Crimper 2.
