29 CFR 1910.95(d)(1)(ii): Where circumstances such as high worker mobility, significant variations in sound level, or a significant component of impulse noise make area monitoring generally inappropriate, the employer shall use representative personal sampling to comply with the monitoring requirements of this paragraph unless the employer can show that area sampling produces equivalent results.  The employer did not have a monitoring program in place for employees who worked on various levels of extruders that were three or four stories tall and produced noise above the OSHA Action Level (AL) of 50% of the daily dose or 85 decibels (dBA) in an eight hour shift.   (a)  On or about February 18, 2020, an employee who was providing training to new employees on extruder #8 was exposed to noise above the OSHA Action Level at 168.5 % of the daily dose or 93.8 dBA for 442 minutes of an eight hour shift with a value of zero added for the 38 minutes not sampled.  (b)  On or about February 18, 2020, an employee who was participating in on the job training on extruder #8 was exposed to noise above the OSHA Action Level at 90.5 % of the daily dose or 89.3 dBA for 441 minutes of an eight hour shift with a value of zero added for the 39 minutes not sampled.  (c)  On or about February 18, 2020, an employee who was participating in on the job training on extruder #8 was exposed to noise above the OSHA Action Level at 88.6 % of the daily dose or 89.1 dBA for 441 minutes of an eight hour shift with a value of zero added for the 39 minutes not sampled.
