On or about February 7, 2020, on east bound NW 23rd Street, the employer did not ensure that traffic control signs or a work vehicle with a high-intensity rotating, flashing, oscillating, or strobe light was used for the short-duration work of employees in a traffic lane. The employees were exposed to struck-by hazards.
