29 CFR 1926.100(a): Employees were not protected by protective helmets while working in areas where there was a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns:    (a)  On or about February 28, 2020, and at times prior, the employer did not protect employees working on the ground below roofing operations from overhead falling object hazards by ensuring the employees were wearing hard hats. 29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:    (a) On February 28, 2020, the exposing employer, A. Hernandez Exterior, did not ensure his employee, who was required to engage in re-roofing operations on a two-story residential roof, was protected from exposure to fall hazards of 9 feet and greater.
