29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b):   a)  Roof - An employee was observed performing framing activities from a multi-pitched residential roof without the benefit of fall protection and was exposed to an approximate 32 - 35 foot fall to the ground below, on or about April 28, 2020.  b) 2nd Floor Deck - An employee was observed performing framing activities from the second floor residential deck with unprotected sides and edges and was not protected from falling approximately 16.5 feet to the ground below, on or about April 28, 2020.  c) 1st Floor Deck - Employees were observed performing framing activities from the first floor residential deck with unprotected sides and edges and were not protected from falling approximately 11.2 feet to the ground below, on or about April 28, 2020.  Abatement certification and documentation required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement.  Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.  Keystone Construction, LLC. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1314657, citation number 2, item number 2 and was affirmed as a final order on September 14, 2018, with respect to a workplace located at 3005 Meridian Commons, Mechanicsburg, PA 17055.
