29 CFR 1926.1053(b)(1): Where a portable ladder was used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder:  (a)   On or about April 17, 2020, and at times prior, for the employees exposed to fall hazards of approximately 10 feet where an extension ladder extended only a few inches above the roofline, while the employees were performing roofing work at or near Ashton Circle in Lincoln, North Dakota.   Note:  This company was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard which was contained in OSHA Inspection Numbers 1363721, Citation 1, Item 2, and was affirmed as a final order on February 27, 2019, with respect to a workplace located at 11801 York Street in Northglenn, Colorado; and 1471887, Citation 2, Item 1, and was affirmed as a final order on October 28, 2015, with respect to a workplace located at 3424 Shannon Drive in Bismarck, North Dakota.
