29 CFR 1926.200(g)(2): Traffic control signs or devices used for protection of construction workers did not conform to Part VI of the Manual of Uniform Traffic Control Devices (AMUTCD"):   On or about June 9, 2020, conditions at the worltsite revealed a flagging operation in process without the use of a hand signalling device which did not meet the requirements of Section 6E.03 of the MUTCD requiring either a flag or STOP/SLOW paddle.
