Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. On July 25, 2020 at 6110 Tricia Avenue in Weston, Wisconsin, employees were exposed to a nine-foot fall hazard when working from a residential roof.

29 CFR 1926.503(a)(2)(iii): The employer shall assure that each employee has been trained, as necessary, by a competent person qualified in the use and operation of guardrail systems, personal fall arrest systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used. On July 25, 2020 at 6110 Tricia Avenue in Weston, Wisconsin, the employer did not provide required fall protection safety training for employees who did not associate fall from elevation hazards when working from a roof surface with unprotected edges.

On July 25, 2020 at 6110 Tricia Avenue in Weston, Wisconsin, employees were using a 24-foot extension ladder to access/egress a roof edge nine feet above surface level without the side rails extended at least three feet above the upper landing surface.
