The written procedure did not include instruction to lower the hydraulic deck to its lowest level prior to de-energization and isolation of electrical power to the ONP screening machine. This condition potentially exposed employees of WM Recycle America, L.L.C. and employees of Elite Labor Services, Ltd. to an uncontrolled energy hazard.
