29 CFR 1910.305(b)(1)(ii): Unused openings in cabinets, boxes, and fittings shall be effectively closed. On August 4, 2020, and times prior thereto, employees at the bridge checkpoint booths were exposed to electrical hazards where conductors that entered cutout boxes, cabinets, or fittings were not effectively closed. Employees were exposed to electrical shock hazards.

29 CFR 1910.305(g)(2)(iii): Flexible cords and cables shall be connected to devices and fittings so that strain relief is provided that will prevent pull from being directly transmitted to joints or terminal screws. On August 4, 2020, and times prior thereto, employees worked in several locations where conductors that entered cutout boxes, cabinets, or fittings were not effectively closed at the primary guard booths 1-12.

29 CFR 1910.305(j)(1)(i): Fixtures, lampholders, lamps, rosettes, and receptacles may have no live parts normally exposed to employee contact. However, rosettes and cleat-type lampholders and receptacles located at least 2.44 m (8.0 ft) above the floor may have exposed terminals. On August 4, 2020, and times prior thereto, employees at primary guard booths 1-12, and in the headquarters building worked where receptacles did not have faceplates to completely cover a receptacle opening, employees were exposed possible contact with live parts.
