29 CFR 1926.20(b)(1): It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part.   a) Angel JR Construction, at a jobsite located at 235 Woodland Sky Drive, Lot 104, Pataskala, Ohio 43062: On and/or preceding August 11, 2020,  the employer failed to initiate and maintain a safety and health program such as but not limited to a personal protective equipment program and a fall protection program for employees conducting framing work.

29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.  a) Angel JR Construction, at a jobsite located at 235 Woodland Sky Drive, Lot 104, Pataskala, Ohio 43062: On and/or preceding August 11, 2020, the employer failed to train employees on the hazards found on the worksite or the procedures to control or eliminate the hazards for employees conducting framing work.

29 CFR 1926.102(a)(1): The employer shall ensure that each affected employee uses appropriate eye or face protection when exposed to eye or face hazards from flying particles, molten metal, liquid chemicals, acids or caustic liquids, chemical gases or vapors, or potentially injurious light radiation.   a) Angel JR Construction, at a jobsite located at 235 Woodland Sky Drive, Lot 104, Pataskala, Ohio 43062: On and/or preceding August 11, 2020, the employer did not ensure employees wore safety glasses while utilizing power tools that presented struck-by hazards to the eyes and face. A framer was installing lumber while using a pneumatic nail gun. The employee was not utilizing eye protection, which exposed him to struck-by hazards to the eyes.

29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.   a) Angel JR Construction, at a jobsite located at 235 Woodland Sky Drive, Lot 104, Pataskala, Ohio 43062: On and/or preceding August 11, 2020, the employer did not ensure employees were protected from falls while engaged in residential roofing activities. Employees were framing and sheathing the roof of a new construction house while exposed to fall hazards of up to 11 feet 6 inches.
