29 CFR 1926.1425(b): While the operator was not moving the suspended load, no employee shall be within the fall zone, except those employees engaged in; (b)(1): hooking, unhooking or guiding a load; (b)(2) initial attachment of the load to a component or structure or (b)(3) operating a concrete hopper or bucket.  Workplace: Two (2) employees were in the fall zone when the load was being hoisted to the adjacent building roof.  On 17 Aug 2020, an employee was hospitalized when he was struck by a falling load of roofing insulation.
