This exposed employees on the ground to head injuries.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501(b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502: (a) On or about September 1, 2020, and at times prior, the sub-contracting employer, AG Roofing, LLC, did not ensure workers conducting re-roofing construction on the residential home were protected from fall hazards of 13.4 feet on the first tier of the home and 21.6 feet on the second tier of the home at 563 Tippen Place, Castle Rock, CO. The AG Roofing, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1458267, citation number 1, item number 1, and was affirmed as a final order on 3/10/2020, with respect to a workplace located at 1775 Ghost Dance Circle, Castle Rock, CO 81808. The AG Roofing, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1340747, citation number 1, item number 1a, and was affirmed as a final order on 10/15/2018, with respect to a workplace located at 5007 Mount Osange street, Fredrick, CO 80504.
