29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure: a) Jobsite, at/near 1657 Waterfront Place, Pittsburgh, PA: On or about September 9, 2020, during roofing activities on a residential building with a low sloped roof, the employer did not ensure that appropriate fall protection systems/devices were utilized in that the employer used flag/warning lines for fall protection, but no system of fall protection was in use while working outside the flag/warning lines, such as a safety monitor system, personal fall arrest system, guardrails or safety net systems, exposing employees to fall hazards of up to at least approximately 50 feet.
