29 CFR 1910.106(d)(4)(iv): Ventilation. Every inside storage room was not provided with either a gravity or a mechanical exhaust ventilation system. Such system was not designed to provide for a complete change of air within the room at least six times per hour. Building B: Evidence vault: Employees stowed Category 3 flammable liquids such as pesticides in an inside storage room that had a recirculating ventilation system connected to the inside administrative building which was not checked to ensure a complete change of air within the room met at least six times per hour prior to stowage occurring. The employees were exposed to inhalation hazards.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: Building B and Evidence Vault: Employees were conducting locker inspections inside the building with a recirculating air handling system that contained an evidence vault with seized liquid hazardous chemicals that were in a container that leaked. The employer had not conducted training upon introducing a new hazard into the work area. The employees were exposed to inhalation hazards. The Customs and Border Protection was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 1249068, citation number 1, item number 4 and was affirmed as a final order on 12/7/2017, with respect to a workplace located at Calexico East Port of Entry, 1699 East Carr Rd., Calexico, CA 92231.

29 CFR 1910.132(d)(2):The employer did not verify, through a written certification, that the required workplace hazard assessment had been performed: Building B: The employees seized containers of unknown pesticide mixtures, transported containers, stowed containers inside an internal evidence vault with a recirculating ventilation system, and conducted clean up of spilled liquid pesticides without the employer conducting and documenting workplace hazard assessments . The employees were exposed to inhalation hazards. The Customs and Border Protection was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 1211098, citation number 1, item number 1 and was affirmed as a final order on 4/13/2017, with respect to a workplace located at 8337 N.E. Alderwood Road, Portland, OR 97220 .
