29 CFR 1926.1051(a):Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided: On or about 12/2/20 at the Aldi Store #110 construction Project, the employer and employees were accessing the roof using an extension ladder and were stepping down from the top of the parapet wall to the roof deck with a break in elevation that was greater than 19 inches.
