The employer had not evaluate the respiratory hazard of metal fumes created during welding processes.   The employees were exposed to hazards that could exacerbate underlying medical conditions or create upper respiratory irritation.

29 CFR  1910.178(q)(7): Industrial trucks were not examined before being placed in service and were placed in service when the examination showed condition(s) that would adversely affect the safety of the vehicle. Examinations were not made at least daily. Where industrial trucks are used on a round-the-clock basis, they were not examined after each shift.   Fort Irwin: Building 620: outdoor rear  loading area: Between June 21, 2020 to October 31, 2020, powered industrial trucks such as Sellick G-594 and Sellick G-002  were operated with expired annual inspections and had the employee daily inspections using a checklist that excluded verifying serviceability of mounted fire extinguishers to ensure the operating conditions were safe for employee's use.  Employees were exposed to struck-by and fire hazards.
