29 CFR 1926.501(b)(10):"Roofing work on Low-slope roofs." Except as otherwise provided in paragraph (b) of this section, each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system. Or, on roofs 50-feet (15.25 m) or less in width (see Appendix A to subpart M of this part), the use of a safety monitoring system alone [i.e. without the warning line system] is permitted. a) 520 Twining Road Dresher, PA: On or about November 7, 2020, employees performing roofing work on a low slope roof were exposed to fall hazards due to the absence of a safety monitor when using a combination warning line and safety monitoring system to protect employees from unprotected sides and edges 6 feet (1.8 m) or more above lower levels. No abatement certification or documentation is required.

29 CFR 1926.502(f)(1)(i):When mechanical equipment is not being used, the warning line shall be erected not less than 6 feet (1.8 m) from the roof edge. a) 520 Twining Road Dresher, PA: On or about November 10, 2020, employees performing roofing work on a low slope roof were exposed to fall hazards due to the warning line not being erected at least 6 feet from the roof edge. Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photograph or video evidence of abatement or other written records.
