29 CFR 1926.200(g)(2): All traffic control signs or devices used for protection of construction workers shall conform to Part VI of the Manual of Uniform Traffic Control Devices (MUTCD): Route 10, near the intersection of Rt 10 and School Road - Employees working in the northbound lane of Route 10, effectively closing the lane and requiring the use of a single lane by traffic approaching from both directions, were not protected from being struck by vehicular traffic where traffic control devices were not in use to coordinate traffic. Part VI of the Manual of Uniform Traffic Control Devices, section 6C.10 requires traffic to be coordinated on each end of the worksite when one-lane is utilized for traffic approaching in both directions. The self-regulating exception to the standard can not be applied because Route 10 is not a low volume road and approaching traffic could not see in both directions due to road design.
